QCOSTARICA – Costa Rica is racist, the Defensoría de los Habitantes (Ombudsman) recognizes in a report presented to the Committee on the Elimination of Racial Discrimination  of the United Nations (CERD).

In theory Costa Rica advances in equality, but in practice there are obvious traits that primarily affect blacks and indigenous.

The Ombudsman notes the lack of legislation to prevent, eliminate or punish racism and weaknesses in the implementation of a national policy for the elimination of racial discrimination.

While at the country-level work is needed to make the changes, the Ombudsman points out that change begins at home. Each person should review their behaviour and identify elements that undermine equality.

The Ombudsman’s report is based on research and education work of human rights towards the affeacted populations.
